Municipal solid waste is accumulating in Russia’s legal and illegal dumps.
Over the past few years, the amount of municipal solid waste generated has been increasing whereas Russia has no efficient treatment system on the national level. Most of the waste collected is buried in landfills without being sorted, recovered nor recycled.
The Russian government pushed for regions to organize local waste collection.
After failed attempts to launch the creation of a municipal solid waste treatment sector, the government implemented new laws inducing legal responsibilities for regional governments to find an operator responsible of the waste collection in the region.

Investment remains one of the main issues for the development of the sector.
As any industrial project, the return on investments for sorting or recycling plants is long and imported equipment is expensive. In addition, there is almost no company producing or using recycled raw materials for their activities, which is one of the reasons why investors are not attracted. This however represents an opportunity for foreign companies working with abundant and cheap recycled raw material.
There is a wealth of opportunities in the market besides collection.
Considering national capacities compared to the quantity of waste generated, sorting and recycling is close to zero, underlining the huge gap between the reality and the government targets. Equipment and technologies need to be developed for waste recycling and recovery, as most of the equipment is imported to Russia from Europe or Japan.
